Ehren-Dekret von Samos für Richter aus Kos

– – – – – – – – – – – – – – – – – – – – – – – – – – – – – – – –[καὶ] ἀναγράψαι αὐτοὺς εὐεργέτας τοῦ δήμου τοῦ̣ Σ̣[αμίων καὶ στε]–[φα]νῶσαι αὐτοὺς χρυσῶι στεφάνωι καὶ ἀναγγεῖλαι τ̣ὸν ἱερ[οκή]–[ρ]υκα Διονυσίων τραγωιδοῖς ἐν τῶι θεάτρωι ἐπ᾿ ὀνόματος ἕκαστονπατρόθεν, ὅτι «ὁ δῆμος ὁ Σαμίων στεφανοῖ τοὺς δικαστὰς καὶ το̣[ὺ]–[ς] προξένους τοὺς παραγενομένους̣ ἐκ Κῶ δικάσαντ̣α̣ς Σ[α]μίοις̣[τὰ]ς δίκας ὀρθῶς καὶ δικαίως», τῆς δ᾿ ἀναγγελίας ἐπιμεληθῆνα[ι][τὸ]ν ἀγωνοθέτην μετὰ τοῦ δημιουργοῦ· εἶναι δὲ αὐτοῖς καὶ εἴσ–π̣λουν καὶ ἔκπλουν ἀσυλεὶ καὶ ἀσπονδὶ καὶ ἐμ πολέμωι καὶ ἐν̣ εἰρήνηι, δ̣–[ε]δόσθαι δὲ αὐτοῖς καὶ προεδρίαν ἐν τοῖς ἀγῶσι πᾶσιν ο̣ἷς̣ [ἡ] πόλις τ̣ίθησ[ι],εἶναι δὲ αὐτοῖς καὶ ἔφοδον ἐπὶ τὴν βουλὴν καὶ τὸν δῆμον, ἄν [τ]ο̣υ δέ[ω]ντ̣α̣[ι]π̣ρώτοις μετὰ τὰ ἱερὰ καὶ τὰ βασιλικά, ἐπιμελε̣[ῖ]σ̣θαι δ̣ὲ α̣ὐ̣[τ]ῶν [κ]α̣ὶ̣ τὰ [ἀρ]–χεῖα ἀεὶ τὰ ἐνεστηκότα, ἐάν του τυγχάνωσι δεό̣[με]ν̣οι, [ε]ἶναι δὲ α[ὐ]–τοὺς καὶ προξένους τῆς πόλεως, δεδ[ό]σσθαι δὲ̣ αὐτοῖς καὶ πολειτεία[ν][ἐ]φ᾿ ἵσηι καὶ ὁμοί̣αι καὶ ἐπιψηφίσαι τὸν δῆμον ἐν ἀρχαιρεσίαις κα̣[τ]ὰ τὸν [νό]–μον, τοὺς δὲ πρυτάνεις τοὺς πρυτανεύοντας τὸμ μῆνα τ̣[ὸν Ἀν]θεσ[τη]–[ρι]ῶνα προαγαγεῖν ὑπὲρ τῆς πολειτ̣είας καὶ τῆς προξενία̣ς, ὅπως ὁ δῆμο[ς]διαψηφίσηι καθότι ἐν τῶι νόμωι γέγραπται· ἐὰν δέ τινε̣[ς α]ὐ̣τῶν βούλω̣ντα[ι]ο̣ἰκεῖν ἐν Σάμωι, εἶναι αὐτοῖς ἀτέλειαν ὧν ἂν εἰσάγ̣ωνται, καὶ <ἐὰν> ἐξάγε̣[ιν]βούλωνται τούτων τι, ἀτελῆ ἐξαγέτωσαν· ταῦτα δὲ ὑπ[ά]ρχειν αὐτοῖς καὶ ἐκ–γόνοις· ὅπως δὲ πάντες εἰδῶσ[ι]ν τὰ ἐψηφισμέν[α Σαμίο]ις περὶ τῶν[δ]ικαστῶν καὶ τῶν προξένων, τὸγ γραμματέα τῆς βου̣λ̣ῆς ἀναγράψα[ι]τ̣ὸ ψήφισμα τόδε εἰστήλας λιθίνας δύο καὶ στῆσα[ι μί]αμ μὲν εἰς τὸ [ἱ]–ε̣ρὸν τῆς Ἥρας, τὴν δὲ μίαν, ὅταν αἱ τῆς βασιλίσσης Φ̣ίλας τιμα[ὶ]συντελεσθῶσι, εἰς τὸ τέμενος τὸ ἀποδειχθὲν Φίλαι, τὸν δὲ οἰκον[ό]–μον εἰς τὸ ἀνάλωμα ὑπηρε̣τῆσαι· ἑλέσθαι δὲ καὶ πρεσβευτὴν εἰς Κῶν,ὅστις τό τε ψήφισμα ἀποίσει καὶ ἀξιώσει τὸν δῆμον ψηφίσασθαι, ὅ–π̣ως ἀναγραφὲν ἐν στήληι ἀνατεθῆι εἰς ἱερὸν οὗ ἂν ὁ δῆμος ψηφί̣σ[η]–ται, καὶ ἀναγγείλωσι καὶ παρ᾿ αὐτοῖς τὰς τιμὰς τὰς δεδομένας τ̣ο̣[ῖς]δικασταῖς καὶ τοῖς προξένοις καθότι καὶ παρ᾿ ἡμῖν. vacat[ἔ]δοξε τῶι δήμωι, vacat Ἐπήρατος Φιλτέω εἶπε· τὰ μὲν ἄλλα [καθὰ]Βάττος καὶ Ἑρμόδικος· τὸ δὲ ψήφισμα τόδε ἀποστεῖ̣[λαι τοὺς]πρυτάνεις καὶ τὸν οἰκονόμον εἰς Κῶ τοῖς πρ[ο]ξέ̣[νοις τοῖς][ἀ]γαγοῦσι τὰ δικαστήρια καὶ ἀξιοῦν πο̣ι̣[ῆ]σα̣[ι αὐτοὺς πάντα][κα]τὰ τ̣ὰ̣ γε̣γραμμένα. vacat

- - -und man sie aufschreibe als Wohltäter des Volkes der Samier und sie bekränzemit goldenem Kranz, und dass ausrufe der Festheroldbei den Dionysien an den Tragödienaufführungen im Theater einen jeden mit Namenund Vatersnamen: “Das Volk der Samier ehrt die Richter und dieproxenoi, die aus Kos gekommen sind und den Samiern entschieden habendie Rechtsfälle richtig und gerecht”; dass für die Verkündung Sorge trageder Veranstalter der Spiele zusammen mit dem demiourgos; dass ihnen sein sollen auchfreie Ein- und Ausfahrt ungestört und ohne Vertrag im Krieg und im Frieden; dassman ihnen gebe auch einen Ehrensitz bei allen Spielen, die die Stadt ausrichtet;dass ihnen sein solle auch bevorrechtigter Zutritt zu dem Rat und dem Volk, wenn sie etwas begehren,gleich nach den religiösen und königlichen Angelegenheiten; dass sich ihrer annehmen sollendie jeweils im Amt befindlichen Amtsträger, falls sie etwas bedürfen; dass sie sein sollenauch proxenoi der Stadt; dass man ihnen gebe auch das Bürgerrecht mit vollerGleichberechtigung und das Volk hierüber beschließe bei den Beamtenwahlen nachdem Gesetz, die im Monat Anthesterion amtierenden Prytanenaber die Angelegenheit bezüglich Bürgerrecht und Proxenie soweit befördern, dass das Volkden Beschluss fassen kann, wie im Gesetz geschrieben ist; wenn jemand von ihnen in SamosWohnsitz nehmen will, dass ihnen Steuerbefreiung sei für das, was eingeführt wird, und wenn sieetwas ausführen wollen, sollen sie es steuerfrei ausführen; dass dies sein soll für sie und ihreNachkommen; - damit aber alle sehen die Beschlüsse der Samier über dieRichter und die proxenoi , dass der Sekretär des Rates aufschreibediesen Beschluss auf zwei steinerne Stelen und aufstelle die eine in dasHeiligtum der Hera, die andere, sobald die für Königin Phila beschlossenen Ehrenausgeführt sind, in den der Phila geweihten Tempel; dass der Verwalterfür die Kosten aufkomme; dass man einen Gesandten nach Kos wähle,der den Beschluss überbringen und das Volk bitten wird, zu beschließen,dass dieser auf einer Stele aufgeschrieben und geweiht wird in das Heiligtum, wo es das Volkbeschließe, und dass sie auch bei sich die den Richtern und den proxenoigegebenen Ehrungen verkünden, so wie bei uns.Beschluss des Volkes, Eperatos S. d. Philtes stellte den Antrag: Das übrige so wieBattos und Hermodikos (beantragten, aber): dass diesen Beschluss übersenden sollendie Prytanen und der Verwalter nach Kos an die proxenoi , die denGerichtshof (zu uns) geführt haben, und sie bitten, dass sie alles ausführengemäß dem Beschluss.

- - -and to register them as benefactors of the people of the Samians andcrown them with a gold crown, and the sacred herald is to proclaimat the tragedy competitions of the Dionysia in the theater each one by nameand father’s name: “The people of the Samians crowns the judges andproxenoi who came from Kos and for the Samians judgedthe cases fairly and justly”; the proclamation is to be seen toby the agonothete together with the demiourgos; they are also to have importand import rights immune from seizure and without treaty in both war and peace;they are to be given front-row seating at all the contests that the city holds;they are also to have access to the council and people if they need anything,immediately after sacred and royal items; the magistrates in office are to see to themif they happen to be in need of anything; they are also to be proxenoi of the city; they are also to be granted citizenshipon equal and like terms and the people is to vote on this at the elections in keepingwith the law; the prytaneis in office in the month Anthesterionare to make the proposal concerning citizenship and proxeny, so that the peopleratify it as is prescribed by law; if any of them wish to reside in Samos, they are to have lax exemption on what they import, and if theywish to export any of those things, let them export tax-free; these things are valid for them and theirdescendants; so that all may know the things voted by the Samians concerning thejudges and proxenoi, the secretary of the council is to inscribethis decree on two stone steles and set one in thetemple of Hera the other, once the honors of queen Philahave been carried out, in the precinct designated for Phila; the oikonomosis responsible for the cost; also to elect an ambassador to Koswho will deliver the decree and ask the people to vote thatit be inscribed on a stele and erected in whatever temple the people mightvote, and to proclaim also among them the honors given to the judges and proxenoi as among us.It was decreed by the people, Eperatos son of Philtes proposed: the rest as proposed byBattos and Hermodikos: but also the prytaneis and the oikonomos are tosend this decree to Kos to the proxenoiwho brought the panel of judges and ask them do everythinghere written.
